A really useful and important exercise, but 2011 and 2012 need fleshing out in terms of the FO and FX reviews, as I believe it was the conduct of these two exercises, and especially the manner in which the results of the latter were announced, that made the flaws of the CS approach most obvious. I'll try to put something together for you.

Jennie this is fabulously useful, thank you. What's also happened since 1995 is the emergence of the term Creative Industries (DCMS coined it then), and since then the nuanced befuddling of the terms themselves, and policy-makers' attitudes towards creative/cultural "industries". This would be useful to slot into the timeline too. What do you think?
